Commander Samuel Bell has 21 years of experience in law enforcement and holds a Bachelor’s Degree from Buffalo State College. Prior to joining the Monroe County Sheriff’s Office, Commander Bell was a police officer in Niagara County from 2000-2002 and was a Police Officer with the Rochester Police Department from 2002-2006.

Since joining the Monroe County Sheriff’s Office in 2006, Commander Bell rose through the ranks from Deputy Sheriff to Captain. In 2020, he was appointed by Sheriff Baxter to the Commander of Staff Services Bureau where he oversees multiple units to include; Training, Background Unit, Recruitment Unit, Accreditation, Records, Fleet, Property Office, and Quartermaster. Commander Bell has been married to his wife Laura for 18 years and they have two daughters together; Brooke and Ally. In his free time, he enjoys working out, hunting, riding ATV’s/snowmobiles, and spending time with his family.
