Sheriff Todd K. Baxter

Todd Baxter is a 35-year veteran of law enforcement. Elected to Monroe County Sheriff in November 2017, Baxter is the 49th Sheriff of Monroe County. An organization 1,100 members strong, MCSO is comprised of five bureaus to include Police, Jail, Court Security, Civil and Staff Services.  Baxter served 22 years with the Rochester Police Department and served four years as Chief of Police in the Greece Police Department. He holds an Associate Degree in Criminal Justice from Monroe Community College, a Bachelor’s Degree in Organizational Management and a Master’s Degree in Strategic Leadership from Roberts Wesleyan College. Undersheriff Korey K. Brown

Undersheriff Korey Brown joined the Monroe County Sheriff’s Office, appointed by Sheriff Todd Baxter, in January 2018. Brown obtained his Master of Science Degree in Strategic Leadership from Roberts Wesleyan College (December 2020). In December 2012, Brown graduated from the prestigious FBI National Academy. Brown also holds a Bachelor of Science degree in Criminal Justice from Empire State College (2011). View more...

 

  

Chief Deputy Michael Fowler

Chief Deputy Fowler began his law enforcement career in 1994 with the Monroe County Sheriff’s Office Road Patrol. He has served in numerous positions from Internal Affairs, Captain of the Criminal Investigations Section and Commander of Staff Services. From 2006 through 2011, he was assigned as the SWAT Unit Commander. Superintendent Maurice Leone

Superintendent Maurice Leone has achieved six promotions throughout his 27 years with the Monroe County Sheriff’s Office. Throughout his tenure, Superintendent Leone has received the Outstanding Overall Achievement, Physical Fitness, Lifesaving, Sheriff’s Commendation and Distinguished Medal awards; along with multiple letters of appreciation, recognition and commendable work. He has also been a member of the Special Response and Peer Support Teams. Superintendent Leone currently commands a staff of 500+ and along with the great men and women of the Jail Bureau, manages a population of approximately 800 incarcerated individuals. Commander Samuel Bell

Commander Samuel Bell has 21 years of experience in law enforcement and holds a Bachelor’s Degree from Buffalo State College. Prior to joining the Monroe County Sheriff’s Office, Commander Bell was a police officer in Niagara County from 2000-2002 and was a Police Officer with the Rochester Police Department from 2002-2006. Since joining the Monroe County Sheriff’s Office in 2006, Commander Bell rose through the ranks from Deputy Sheriff to Captain. In 2020, he was appointed by Sheriff Baxter to the Commander of Staff Services Bureau where he oversees multiple units to include; Training, Background Unit, Recruitment Unit, Accreditation, Records, Fleet, Property Office and Quartermaster. Commander Bell has been married to his wife Laura for 18 years and they have two daughters together; Brooke and Ally.  In his free time he enjoys working out, hunting, riding ATV’s/snowmobiles and spending time with his family. View more...

 

 

Civil Bureau Chief Phil Gombatto

Phil Gombatto has 26 years of experience with the Monroe County Sheriff’s Office. He graduated from the Part-Time Police Academy in 1996 and was sworn in by Sheriff Andrew Meloni. Gombatto worked as a patrol deputy assigned to the Greater Rochester International Airport for two years. He took a full-time deputy position in the Civil Bureau in 1998. View more...

 

Chief Dale Erne

Chief Dale Erne started working for the Monroe County Sheriff’s Office in 1994 as a Deputy Sheriff Jailor in the Jail Bureau. The Chief worked in several capacities during his career including the Lieutenant of the Staff Services Bureau for over four years, Sheriff’s Administration, and supervising Jail Administration.
