MONROE COUNTY SHERIFF’S INVESTIGATORS MAKE ADDITIONAL ARRESTS IN TOWN OF PENFIELD STOLEN VEHICLE CASE

Update on additional charges against the suspects

Initial Release from July 18, 2021:

Penfield, NY – A resident on Walnut Hill, Penfield was selling his 2014 Honda CRV via Facebook Marketplace. On 7/18/21, he made arrangements for potential buyers to come to his house and view the vehicle. At approximately 4:35 PM, four (4) individuals wearing COVID protective masks arrived in a 2009 Kia Spectra and met with the seller of the Honda CRV. The seller of the Honda CRV had the car parked in his driveway with the keys in the ignition and the car running. As the males looked over the vehicle and were discussing the sale with the seller, three of them casually got into the vehicle and drove away. The 4th individual got back into the Kia Spectra that they had arrived in and drove off. The seller of the vehicle called 911 to report his car was stolen.

As Deputies were responding to the theft of the vehicle, a second call came into 911 for the report of a motor vehicle accident occurring at Atlantic Ave and Scribner Rd, Penfield. This accident was a minor MVA that was reported to have no injuries. The accident involved the Kia Spectra. The Kia Spectra left the scene and became disabled at in the area of Browncroft Blvd. and Creek St. Deputies responded to that location and located the Kia Spectra and the driver, Jordan Brooks, 20, Rochester.

Through investigation it was determined that the Kia Spectra was a stolen vehicle and Mr. Brooks was involved in the theft of the vehicle at Walnut Hill. Brooks was charged with Criminal Possession of Stolen Property 3rd (Class D- Felony) (for the Spectra), Grand Larceny 3rd (Class D-Felony) and Unauthorized Use of a Vehicle 3rd (Class A- Misdemeanor) (for the Honda). The stolen Honda CRV was later located on Fairgate St., Rochester. Brooks was remanded to the Monroe County Jail on an outstanding Assault 2nd warrant. The other three suspects remain outstanding.

 

UPDATE ON THE ABOVE RELEASE

(August 6, 2021) - MCSO Investigators from Zone A have continued to follow up on the above incident and today we announce that further arrests have been made. Two additional suspects were identified and interviewed about this incident and many other stolen vehicle incidents in recent months, both suspects not only admitted to the crimes but showed a complete lack of remorse and even bragged about their crimes to the investigators.

On August 5, 2021, Cameron Scott, 18, Rochester and a juvenile, age 17, Rochester were charged with: Grand Larceny 3rd (Class- D Felony) for the theft of the above mentioned Honda CRV, Criminal Possession of Stolen Property 3rd (Class- D Felony) in relation to a vehicle that was stolen from the Town of Henrietta in January of 2021 and Grand Larceny 3rd (Class-D Felony) and Criminal Possession of Stolen Property 3rd (Class- D Felony) in relation to a stolen vehicle that occurred in the Town of Penfield in January of 2021. Due to Bail Reform laws, both of the suspects were issued an appearance ticket and released from custody.

The juvenile suspect has previously been arrested and charged for a carjacking/robbery that occurred on East Henrietta Road, Henrietta in February of 2021. At that time, the juvenile was remanded to the Monroe County Child Detention Center and was held there until late June of this year where he was released to Probation with GPS monitoring.

“This is yet another example of the problems with New York’s Bail Reform. Law Enforcement continues to arrest the same offenders over and over again. In this instance one of the offenders is a juvenile who has a history of similar felonies, was released on GPS monitoring and just continues to terrorize our community with no remorse or fear of punishment.” Said MCSO Chief Deputy Michael Fowler. “We must have a Public Safety exception to the current bail reform laws that allows judges to hold those that are continuing to victimize the community. Releasing them back to the streets with the same gangs and criminals who are influencing them and thinking you are helping them is a complete injustice, to both the offender and the victims. The system has done nothing to change their behavior and is negligent in providing for the safety of the public.”
